El premio se entrega anualmente por la Academia de las Artes y las Ciencias Cinematográficas de España a un largometraje de cine producido fuera de los España. El candidato mexicano es elegido anualmente por la Academia Mexicana de Artes y Ciencias Cinematográficas. El comité de selección tiene una votación por separado para decidir qué película va a los Óscar y, en otra votación por separado, qué película va a los españoles Premios Goya.
