The men are chased from the harbor by Kehi, who is furious because Mekaike, one of the skipper's men, has stolen his black pearl earrings. After running out of oil because Mekaike has forgotten to refuel the tank, they reach the island inhabited by Dea, where Johnny collapses on the beach in a drunken stupor. The skipper leaves his friend on the beach, where Dea and Koko find him and take him to their tree house to recover. When the skipper returns to the beach, he thinks that Johnny has been washed out to sea. As the skipper and his men build a boat to leave the island, Dea begs Johnny to stay, but fearing that he is doomed to die an early death from alcohol, he refuses. Finding his way back to the beach, Johnny arrives just as Mekaike leads a mutiny against the skipper. After tying Johnny and the skipper to a tree, the men steal the submarine, only to drown when they dive with the hatch open. Stranded, Johnny and the skipper continue building their boat until Kehi tracks them down and sets fire to the island. As the flames consume the foliage, a typhoon roars in from the sea and floods the island, leaving a lifeboat behind in its wake. Dea, Johnny, the skipper and Koko then board the little craft and sail off to civilization.

Aware that the serial numbers on the ransom money have been recorded by federal agents, they arrange with fellow crook Pan to trade the money $100,000 in unmarked bills, but take the bills and kill him instead, They are unaware, however, that the police have found a list of the serial numbers for all Pan's bills in his coat pocket. Federal agents Scott Langham and Ross Waring are put on the case, and trace the Websters to a Southern town, where Ma is posing as a socialite. The Websters elude the police, but are forced to live meagerly while hiding out in cheap hotels. By the next Christmas, Ma returns to Centre City to visit Bert's baby boy. While she is out, her boys hold up a store, but Charlie is killed and Tom is arrested. Bert represents Tom at his extradition trial, and convinces him to plead guilty and return willingly to the city of the kidnapping. When George wants to go his own way, Ma and Eddie kill him, then hire Stitch Torey to get Tom away from the police. Their attempt fails, however, and most of Torey's gang perish. After a year, Ma and Eddie have developed a low profile while Eddie works at a cannery to support them, and Ma becomes neighborly. Unknown to Ma, Eddie arranges a hideout for some robbers he hopes to join up with and gives them a case of canned food, but the criminals' car crashes and the police get Eddie's fingerprints from the cans. On Christmas Eve, federal agents attempt to arrest Ma and Eddie, who respond with gunfire. In the hail of bullets, Eddie is killed and Ma is finally arrested.

The lovers decide that, in fairness to Joe, Bill must return to his former city. But an epidemic of streptococcus breaks out in the Lost Lake village. Bill, untrained in the ways of the primeval woods, sets out in a raging blizzard, in search of the messenger who had been sent to the nearest town for a special serum needed to break the epidemic. Fearing for his life, Alverna follows him and they find the messenger dead in his automobile, with the serum by his side. Exhausted they stagger into a deserted cabin and drowse into unconsciousness. Meanwhile, Joe, back from his hunting trip, is persuaded by the village gossips that his wife has run off with Bill. He starts after them, in his dog-sled, with murder in his heart.

As they arrive safely in Manhattan, June asks Cutler to contact her fiancé, Jimmy Madden, about the use of his stranded freighter, "Apache", in Cutler's "import business." By this action, she has unwittingly aided Cutler, who is an undercover Nazi naval officer, with acquiring a "mother ship" for German submarines in the Atlantic. Cutler charters the "Apache" and also kidnaps June who, he fears, might realize he was responsible for the sinking of the "Alleria." When the ship is at sea, a submarine comes along-side, and the crew climbs aboard to be met by Cutler and his aides in full uniform. Madden is informed that Cutler is now the ship's captain, and then takes the ship on missions of commerce raiding in the Carribbean, with Madden and his crew imprisoned in the ship's hold. June is allowed freedom of the ship and Madden believes she is an accomplice of Cutler's. She regains his favor and trust when she conceives the idea of cutting carbide flares from the life preservers for floating S.O.S. messages.

In the meantime, Gildersleeve has been campaigning for mayor and expects to win, although he treats the townspeople and the residents of the poorhouse ruthlessly. After Gildersleeve thwarts store owner Lester Smoot's attempt to enter the campaign, Jed decides to run for Mayor when he realizes that this would improve his chance of marrying Belinda Watters, who has been pining for a balloonist since he left town years ago. The balloonist returns but does not remember Brenda, and when Jed ousts him, Belinda falls in love with him. The Blowers and the Beagles then call a truce so they can vote for Jed, and he wins by a landslide. The employment advisor decides to give Gildersleeve a job that he believes is perfect for him: as butler at the Monotony poorhouse, where Jed and Belinda marry.

Barbara tells Mary that Fred is a nervous wreck because of Jack's continual slander of him on Jack's radio program. Jack hires the Merry Macs away from Fred and Fred decides to go to Miami for a rest. Jack decides to open his radio program from Miami. They meet, have another brawl, and end up in jail again. The two are in a motorboat accident where both are knocked unconscious and Mary, in an effort to end the feud, tells Fred that Jack saved his life. They have dinner together at Fred's apartment and Rochester, whom Fred has hired away from Jack, appears and the feud is on again.

Brad takes Carol out flying to impress her, but her only interest is in getting him to meet her father. Finally, she brings her blind father, Professor Blake, to The Flyers' Roost, and Brad becomes immersed in Blake's plane designs. That same evening, Brad's friend, Johnny Coles, loses his life test flying his own design for a plastic plane and leaves behind his wife and child. Despite Johnny's death, Brad convinces McMasters to build Blake's plane, and Doug is put in charge of the project. Trouble mounts between the brothers when Doug, just returning from a business trip, sees Carol kiss Brad before he takes off for a cross-country flight and does not realize the kiss was only a setup for a newspaper photograph. Brad sets a new cross-country speed record, and when he returns, he proposes to Carol. Carol gently rejects him because she is in love with Doug. Unaware of Carol's decision, Doug picks a fight with Brad and in a rage quits his job, but a talk with Professor Blake changes his mind. The construction on the plastic "geodetic" plane is completed, and Army officials, interested in the plane as a trainer, arrive for the test flight. An arrogant Brad balks at all the test equipment Doug has installed in the plane and also protests having his inexperienced brother fly with him as a test pilot. Once in the air, Doug orders Brad to execute a 9-G power dive, which causes Doug to pass out. His equipment breaks off and slides under the rudder, and Brad is unable to maneuver the plane. He forces Doug to parachute to safety, and then cuts the rudder wires and wraps them around his hands. Although his hands bleed profusely, Brad manually lands the plane safely. Relations between the brothers heal, Doug and Carol marry, and Brad finally gives up the hazards of being a test pilot to take a desk job as vice-president of McMasters Aviation.

Judge Paradise, with his daughter Virginia as court clerk, fines them $5.00 each, plus $37 costs - or 30 days in jail. They, while waiting to hear from Jimmy's lawyer, are taken to the cells and are amazed to find the tumbledown jail wide open, with prisoners walking in and out. The door won't lock. The judge explains to Jimmy that Middle Village is unincorporated and broke, its sole income being traffic fines. The town's bonds, for everything from the houses to the village pump, are owned in New York. He also adds that anyone in jail in an unincorporated village is safe from the outside law - Federal,State and City. Ricky, fine paid, hustles back to New York and buys the town bonds for $40,000. Back in Middle Village, Ricky starts the ball rolling; he retains Judge Paradise, sends for Fingers, Ziggy and Crusher, and renovates the jail into a luxurious club. His lawyer then starts a stream of "customers on the lam" who pay $1000 a week for the comfort and protection of the Middle Village Jail. New fire chief Crusher, police chief Ziggy and the others board with Henrietta, a maiden lady with aspirations of becoming a gun moll. She also startles them with her collection of wanted posters, their pictures among them. Louie and Henrietta fall for each other. Virginia, in love with Ricky, tries to talk him into doing big things for the town, such as reopening its one-and-only factory. Ricky agrees when the Army offers a defense contract for shell casings. Meanwhile, Chink has gotten out of the Army and buys Louie's half interest in Middle Village. He tells the "boys" they are suckers for letting Ricky spend the jail "take" on civic improvements and he plans to wreck the factory deal.

They are soon seen everywhere together as Tiny is taking advantage of her publicity build-up for his own gain, until he suddenly finds out he is in love with her and confesses his duplicity. This occurs when Colder has forbid Joan to see Tiny anymore, directing her to only be seen with important people who can help her career, and Tiny thinks it is because she has dumped him. He enters into a conspiracy with Brenda's agent, Mickey Fadden, to make Brenda give up her strike and accept the role Colder gave Joan. She does and Tiny is given the role of her leading man. But he is unhappy about what he has done in costing Joan her big chance, plus his old friend, Georgie Clemons who used to play the mean kid in Tiny's films is also replaced. Faced with the taunts of the production crew because of what he helped engineer and broken hearted about Joan, Tiny walks out on the picture, climbs into his automobile and heads for parts unknown. Little Billy, who adores him, stows away in the luggage compartment. Billy, the high IQ kid, has devised a scheme to set everything right.

Draper telephones Ronnel, sure he is the only man who can establish his innocence. Ronnel, however, anonymously, telephones the police and Draper and Mary barely escape. Draper, knowing that Marie has information that can clear him, goes to the club where she works and finds her murdered.

Later that night at Cap'n Mike's cafe, Skimmer snubs his former girl friend, Grace Holman, a singer, and Tommy is offended by his rude manner. When Skimmer and Tommy later collide with Jane's boat during a race, they blame Jane for causing them to lose. Ralph then hires them to work at the plant, and their innovations help speed production. As Tommy falls in love with Grace, Skimmer falls for Jane, his resentment having turned to love. With Ralph and Jane's help, the owner of the Townsend factory decides to build a prototype torpedo boat based on Skimmer and Tommy's plans, but when Tommy marries Grace, Skimmer breaks off their friendship and ends their partnership. Skimmer continues working on the boat, and Jane is instrumental in getting the two men to reunite. When a test of the boat proves fatal to Tommy because Skimmer pushes the boat beyond its limitations, Skimmer ends his relationship with Jane and leaves town. A furious Jane decides to improve on the torpedo boat without Skimmer, who, meanwhile, gets an Eastern builder to construct a new version of the boat. Upon completion, Ralph arranges for the Navy to test Jane's new torpedo boat and everyone is surprised when Skimmer shows up as a competitor. As the tests begin, Skimmer sends Grace a note giving her full rights to the profits from his boat. Jane rides with Ralph as he tests the Townsend torpedo boat, but when a smokescreen blinds them, Skimmer abandons his boat to save Jane and Ralph, who are on a deadly collision course with a barge. As a result, Skimmer crashes into the barge. Although his boat is destroyed, Skimmer survives with minor injuries and is granted a Navy contract for his design. Skimmer then reunites with Jane.
