- Roumanian composer, writer, essayist and lecturer in music.
- After gaining the diploma in Cernauti Academy of Music, he moved to Rome in 1938, where he was student of the great Italian composer Alfredo Casella. He was naturalized Italian in 1951.

- In 1954 and 1955 he was a lecturer at Dartington International Summer School in music.
- In 1974 he received the Honorary Degree of Doctor of Music from National University of Ireland, Dublin.
- Italian reference sources "Filmlexicon" and "Colonna Sonora" both credit Vlad as composer for Helen of Troy (1956) rather than Max Steiner. The most likely explanation is that the Italian musicians' union insisted an Italian member (Vlad was affiliated to SIAE) be paid to write a score, even if it was never used.
