- He is the son of Russian and Soviet-era director, writer, producer, and actor Vladimir Khotinenko and his father's second wife, history of foreign film professor Tatyana Yakovleva. Ilya and his wife have, in turn, given his parents three grandchildren: Serafim, Ivan, and Fyokla.
- Through his mother, film professor Tatyana Yakovleva, he is the half-brother of Chilean-Russian cinematographer Denis Alarcón Ramírez. Tatyana was the first wife of Chilean director Sebastián Alarcón, and, with him, the mother of Denis. Ilya also has a half-sister, Polina, through his father, Russian director Vladimir Khotinenko. Polina is the daughter of Vladimir and first wife, Soviet-era actress Dilorom Kambarova.
