- When taken to a San Francisco cafe by her sweetheart Jimmy, Georgia Rodman witnesses the shooting of a policeman by an underworld gang. The owner, O'Rourke, whom Jimmy believes to be his friend, sends one of his men to their table to inquire about Georgia, and after he shoots the policeman, Georgia and Jimmy are held for questioning. As a result, Georgia is turned out of her home, and O'Rourke gives the couple a room in his hotel. Assistant District Attorney Steven Graham links the missing couple with O'Rourke's activities and collects evidence against him. O'Rourke plans to bribe Graham and have Jimmy shot on the night of his annual ball, and Sally, O'Rourke's ex-mistress, learning of the plan, turns against him and informs Georgia; finding Jimmy wounded, Georgia seeks revenge at the ball, but Sally shoots O'Rourke. Georgia is reunited with her family and Jimmy, while Graham finds happiness with her sister Mary.—AFI
- Jimmy Halloran takes Georgia Rodman to the Blue Jay Café. There, Jimmy spots "Red" O'Rourke, who helped Jimmy get his first job, and who he believes is his friend. O'Rourke, who runs a corrupt political machine, is attracted to Georgia. A crook who is running from the police enters the café. O'Rourke tells him to sit at Jimmy's table and find out who the girl is. The police enter the café, spot the crook, and a gunfight ensues. The crook shoots and kills an officer. Jimmy and Georgia are held for questioning since they were sitting at the same table with the crook. When Georgia returns home, her mother refuses to believe her story. Georgia leaves home and goes to see Jimmy, who, in turn takes her to his "friend" O'Rourke.
When a warrant is sworn out for Jimmy, O'Rourke promises to provide a hiding place for Georgia, and advises her only to go out at night, wearing a veil. Thus, she is called "The Night Rose." Steven Graham, who is the assistant D.A., suspects O'Rourke is involved in Georgia's disappearance. Meanwhile, O'Rourke's attention to Georgia rouses jealousy in Sally Monroe, who is in love with the criminal. After Graham captures bootlegger Jim Garrison, who is in league with O'Rourke, O'Rourke decides that Graham must be put out of the way. O'Rourke asks Jimmy to go to Black Mike's Café and watch Graham accept a bribe. O'Rourke sends for his best gunman, giving him instructions to shoot Jimmy at the café.
He then dupes Graham into going to the same café, where he has told Black Mike to shoot Graham. Sally, spurned by O'Rourke, goes to warn Jimmy. But the gunman shoots Jimmy before the assigned time. Before Black Mike can fire at Graham, he is seized by plainclothesmen. Against this backdrop, O'Rourke is running a ball. Once Black Mike squeals, Graham and his men head for the ball. Jimmy, who appears to be dying, collapses in Georgia's arms.
Georgia takes a gun and seeks revenge upon O'Rourke. At the ball, Georgia announces to everyone that O'Rourke is the murderer of the man she loves. As she is about to shoot him, Sally intercedes, grabs the gun, and shoots O'Rourke herself. Meanwhile, Jimmy is recovering from his wounds, and Georgia is happily reunited with him at her home.
