This is a Mister Magoo short done by UPA Studios. There will be spoilers ahead:
A pair of con artists size up Magoo as a pigeon, with the woman pretending to be an old flame of his. She calls him and they make a date. The bulk of the cartoon is the standard "Magoo is nearsighted" gags.
It works principally because the woman is a perfect foil for the jokes. Magoo takes them to a construction site, thinking it's Coney Island. His date knows better and knows just what danger they're in. Her stark terror next to Magoo's carefree joy is marvelously funny.
By the end of their date, the woman wants no more of Magoo, millionaire or not. She dreads a second "date" with him and punctuates the sentiment by tossing her con artist partner out a window. The ending of the short is cute.
The Magoo theatrical shorts have been released on a DVD box set, along with a Magoo theatrical feature film. Shout! Factory has done an excellent job and the set is recommended.
