Interesting Historically, & Has Some Amusing Moments
This movie is interesting historically because of the controversy that it was part of, and it also has some amusing moments of its own. The plot material would not cause much debate now, but some of the same basic issues still do remain topical.
The story features two young boys ("The Terrible Kids") who, with the help of a resourceful dog, play a series of practical jokes that soon have their neighborhood in an uproar. A couple of the jokes are harmlessly amusing, while others border on being rather malicious.
This was one of several movies from roughly the same time that sparked arguments over the degree to which viewers, especially young viewers, would imitate the behavior they saw in movies like this one (another example being the Edison feature "The Little Train Robbery"). Practical jokes might not seem so bad compared to other temptations offered to the youth of today, but the same general topic is often still debated.
Since the practical jokers do commit some acts that verge on nastiness, it's not possible to view all of their antics with unreserved amusement. But when the authorities decide to do something about the boys, they likewise seem to be overreacting, making the boys then become much more sympathetic. The whole thing was actually intended as pure comedy, but at least from today's vantage point, some of these aspects make it pretty interesting to watch.
