French cinema often seems to want to compete with Hollywood fare (think Luc Besson, The Crimson Rivers, Brotherhood of the Wolf...), and though the French are quite good at giving their films that sheen and slickness of production, sound design, etc, there are times when they can makes films as dumb as anything Hollywood can produce also.
This is definitely one of those occasions.
There are a few nice images and pieces of acting in this film, but as others have said, the script is too much of a rip-off for any of it to be worth your while. Moreover, the endless silliness, such as the Matrix costumes, over-the-top bad guys and particularly a John Woo-type stand-off and ridiculous climax, will cause (unintentional?) laughter.
The only truly impressive thing about this film is how cheap it apparently was to produce. In Hollywood, it would cost $30-40m... And it is fans of silly Hollywood action films that may very well enjoy it. Others beware.
