Uncredited writer Sam Hayes was assigned to touch up the original script without knowing the film was to star Steven Seagal. The producers claimed that Hayes' version, which was set in Mexico, would cost too much to film, and thus, very little of his material remains in the finished movie.
After seeing 2002's Spider-Man, Steven Seagal stalled filming for several days because he refused to shoot the barber shop fight until production found someone who could actually crawl on walls "like Spidey".
In a 2018 BBC News report, Rachel Grant accused Steven Seagal of sexual assault during the movie's pre-production stage. Having been cast for a role in the film, Grant met Seagal and director Michael Oblowitz for a line reading in a Bulgarian hotel suite, and when Oblowitz left the room, Grant claims Seagal pulled down her top and exposed himself. Grant was later released from the production and claims this was due to her refusal to submit to Seagal.
