Web of Shadows takes place between the penultimate and final scene of the previous movie, Bionicle 2: Legends of Metru Nui (2004).
These are only fan suggestions, since the creators never quite explained this part well.

The Rahaga were once mighty Toa heroes, called Toa Hagah, until Roodaka mutated them into the forms we see in the movie. They are essentially combinations of drastically depowered Toa, akin to Turaga elders, and Rahkshi, the villainous creatures from Bionicle: Mask of Light (2003) -- hence the name "Rahaga", Rahkshi + Hagah, or Rahkshi + Turaga.

Some movie summaries claim that king Sidorak and his viceroy Roodaka belong to the Makuta species -- this is false; they are merely servants of the Makuta. Roodaka's species is called Vortixx, while Sidorak belongs to an unnamed species that formed an aristocracy on their home island of Stelt.
No -- romantic love doesn't exist in the Matoran Universe. Their marriage would have been a strictly political alliance, and Sidorak's eagerness to impress and marry Roodaka as fast as possible wasn't fueled by love or sexual lust, but simply his lust for power, as their alliance would have granted him special governance over Roodaka's home island.
After being mutated into half-beast Toa Hordika, they lost the mental discipline necessary for activating mask powers, thus they could not use them.
For the same reason he couldn't use his mask power -- in his mutated form, his mind entered an altered, primitive state in which he couldn't receive any visions.
