Jerry, who calls in to see how Frasier is doing, says he is from Elliot Bay. However, no one is "from Elliot Bay" in the Seattle area, since there is no Elliot Bay neighborhood. Instead, there are many different neighborhoods along Elliot Bay, which is the primary body of water in relation to Seattle. Also, there are no house boats on Elliot Bay, so that would not be a possibility, either. He would most likely be from Magnolia, Lower Queen Anne, Central Seattle, or West Seattle/Alki.
When Frasier finally becomes willing to pay the $2, he gives the parking attendant a sanctimonious speech that puts him over the 20-minute limit, making the fee now $4 (and causing Frasier to speed through the barricade). But earlier on, the attendant put $2 of his own money into the cash drawer, meaning that with the $2 Frasier is now willing to pay, no more money should be required.
