PC Danny Sparks is not feeling well and Inspector Kate Longton sends him home early.
On his way home he hears a bike being thrown into a canal by two young boys.
When he brings the bike to the police station another kid, Walter is there with his pushy parents reporting a stolen bike. The parents want the kids arrested for stealing the bike. The kids tell the police that they had permission to borrow it from Walter.
The two kids end up at the magistrates court, their parents are not happy and Inspector Longton reckons that Walter may have given them permission to ride his bike.
Although the story was meant to be how something trivial can get out of hand with kids ending up in court putting the police in a no win situation. Maybe this would had worked with more comedy and absurdity.
It also did not help that the director very much presented that the two kids did steal the bike and deliberately threw it in the canal. Maybe the boy's actions should had been left more open to question.
Instead it is a slight tale with Kate trying to understand the youth of today. Poor Walter, he really hates his pushy parents and that bike.
Incidentally Andrew Gunn who played Walter went on to become a big Hollywood producer.
