Conventional law enforcement agencies have been unable to interfere with the operations of these two men, Ollie Shanks and Rudy Blake, who run the loan-shark racket in the islands for the Syndicate. Now they are about to transfer almost ten million dollars in profits to the mainland, thereby motivating the organization to set up additional projects in this new territory.
