- To Troi's dismay, her planet's delegate to the diplomatic conference on planet Pacifica, one of three to be transported by the Enterprise, is none other then her saucy, domineering mother, Lwaxanna, whose latest outrageous presumption is to 'allow' a human crew officer to become her slavishly adoring husband. Her first choice befalls Picard but, helped by Data's conveniently boring anecdotes to render a private trap/meeting less then romantic, he wriggles out and seeks refuge in a holo-deck detective story. After shifting her interest to Riker, she tracks Picard down in his fantasy world and, ignoring it's just that, falls for a computer-designed character. Despite lust clouding her shrewd observance, it still proves most useful in dealing with a seemingly harmless delegation.—KGF Vissers

She is the official Ambassador from Betazed, but that isn't the only reason she is there.
She is going through 'The Phase', a time in her life when her sexual drive increases fourfold. She's clearly got her eyes on the captain. She invites him for a private dinner in her quarters. Picard believes this is an official engagement and assumes that all of his officers are invited. He realizes the nature of the dinner when he reaches Lwaxana's cabin. Lwaxana then proceeds to hit on him shamelessly. Picard has to call in Data as a conversationalist to avoid being run over by Lwaxana.
Deanna finds out that Lwaxana is having a private dinner with Picard and rushes to save him. Picard is thankful for Deanna to intervene and uses the opportunity to escape. Deanna tells Picard about Lwaxana's condition. Deanna tells Picard about the phase and says Lwaxana has decided to concentrate all her energy on a single male, who would eventually become her husband. Spurning her advances would offend her no end. She would take it personally. Picard still regards Lwaxana as an ambassador and hence does not wish to offend her in anyway. Picard decides to disappear.
Picard takes refuge on the Holodeck as private detective Dixon Hill. He keeps getting violent cases to solve, where he is required to face irate clients and dodge bullets fired at him and asks computer repeatedly for more ambiance and less substance during his time in there. But the computer can't get it right as the flexibility of the program is limited to the parameters of the Dixon Hill novels.
With Picard away, Lwaxana announces that Commander Riker is her next target. She announces on the bridge that once they get to their destination, they will get married in a Betazoid ceremony. And soon Riker joins the captain holed up in the Holodeck. Lwaxana tracks them down, but her sudden interest in a Holodeck character serves to rescue the Captain and his First Officer. Rex (Rod Arrants) is a bartender in the Dixon Hill setting. Lwaxana finds him strong and very capable of hiding his feelings (not realizing that Rex is not real).. she shares a drink with him. Picard tries to tell Lwaxana, but she keeps cutting him off mid-sentence. Lwaxana has decided to marry Rex.
Later Picard tells Lwaxana about how Rex is not real. She is ready to leave the ship now. At the Holodeck she informs Picard that the 2 Antedian delegates being transported on board the Enterprise (they are afraid of space travel and were being transported in a catatonic state and only revised when they were near their destination), are not delegates but assassins, who plan to blow up the entire conference with explosives built into their long robes (they were not detectable by the ship's transporters). She was able to do this by having a single glance at the Antedians as their thoughts are too raw & primitive. Lwaxana leaves saying that she saved the conference and the Enterprises's reputation in a single stroke. Lwaxana continues to embarrass Jean-Luc by suggesting that he having impure thoughts about her.
