Miss Stevenson escapes jail time using the "Mel Gibson Defense," named after actor Mel Gibson. In 1984, Gibson rear-ended a car in Toronto, Ontario while under the influence of alcohol. In July 2006, he was arrested in Los Angeles, California for driving under the influence when he was caught with an open alcohol container, which is illegal in the state of California. Gibson pleaded no contest in August of the same year and was sentenced to three years probation, ordered to attend a First Offenders Program, fined $1,300, and had his drivers license suspended for 90 days.
In the creator's commentary, Trey Parker revealed that the idea of parodying Dog the Bounty Hunter (2003) had been floated around the studio prior to this episode. He revealed that it was originally planned to be used in Mystery of the Urinal Deuce (2006), where Cartman would dress up as Dog and hunt down Kyle after he was accused of 9/11. But a few days before airing it, the Dog sequences were pulled and replaced with the deuce in the urinal idea. They already had the opening sequence animated and looked for a way to put the idea back into the show, finally settling on this episode, which was a last-minute idea. Matt Stone mentions that he had not seen Dog the Bounty Hunter (2003) before this episode, but Trey Parker and Kyle McCulloch were fans of the show and brought in footage of the intro. He was blown away at how much the real intro was just like their version.
Matt Stone stated that the story line of Ms. Stevenson and Ike's relationship was based on schoolteacher Mary Kay Letourneau who began a sexual relationship with a former student when he was 12 years old in 1996. Despite serving time in prison for their illegal relationship, they had two daughters together and were later married after her release from prison in 2004 before legally separating in 2019. Matt Stone then commented that the idea of pursuing a younger boy around Ike's age was funnier than if she had pursued a teenager.
The episode satirizes the public's disregard and general disbelief that sexual crimes can be carried out by conventionally attractive women, or women in general.
