This is probably the first time in the Scooby-Doo franchise where an episode makes a reference to a real social issue: drugs. This was part of the "Just Say No" fervor during America's War on Drugs in the 1980s.
The Headless Skateboarder is based on Washington Irving's Headless Horseman of Sleepy Hollow, a bogeyman parodied frequently in the Scoobyverse.
The British channel Cartoonito found the drug-smuggling theme unsavoury for a children's show, so this episode was removed from their syndication package of this series.
