A room dedicated for recreational use by one particular gender in a government facility would be discrimination under federal law. In theory what the fire department would need to do is create a similar room for male members. However, the idea of "separate but equal" is discriminatory under the US Civil Rights Act of 1964, which prohibited discrimination on the basis of race, color, religion, sex, or national origin.
