- In a coastal resort hotel, a man, Omar Selina, runs through the lobby and outside. A policeman, Jim Abel, comes up in front of the man and punches him. Abel's partner Boggs joins him, and they tell Selina to give them the phone. They drag Selina below the dock and beat him. Finally Boggs holds Abel back when he goes too far, but not before he beats Selina unconscious. Boggs calls in a medvac,
Two weeks later at the bar, Sophie and Harry return and Sophie complains that they should have finished the job a week ago, but were delayed by Hurricane Esme slamming the Gulf. Breanna I got out on a plane just ahead of the storm, heading to a comic convention. Harry hasn't heard anything from Parker and Eliot yet.
Parker and Eliot are stuck on the Beacon Inn on Greenbeach Isle, and Eliot tells Parker that he called for backup. It's Maria, who calls him back. Maria cuts off, and the two teammates go in to dry off. Eliot figures that since the job is over, He's not worried about giving away any secrets to Maria. Boggs, comes over and wonders where they came from, Boggs glares at them and says that they're closed, and an older man limps up and says that Boggs can't leave people outside in a storm. After a moment, Boggs tells Eliot and Parker to wait in the bar. As Boggs' fellow cop Collins comes up and whispers in Boggs' ear, Eliot tells Parker that the two men are cops.
The older man, McCloud, goes with the teammates and introduces himself. There are other cops in the halls, and McCloud tells Parker and Eliot that he owns the hotel. Roxie, Jimenez the hotel manager, is working the bar, and greets the teammates despite her obvious misgiving about them being there. Roxie goes to get the partners towels, and Eliot figures McCloud is overrun and there are cops on every floor. Another cop, Abel, comes up and greets them and Parker tells Abel that they're siblings who were on a fishing trip. Eliot asks why there are so many people there, and Abel says that he and the others are there to secure the hotel. McCloud sits down and reads a newspaper article about a winning $230 lottery ticket that hasn't been claimed.
Boggs comes in, and as Roxie come in with the towel, Boggs tells her that he'll have to check out the rooms again. When McCloud tries to intervene, Boggs tells him that they got it. Parker stages a fight with Eliot, feigning being drunk, and stumbles back into Abel, lifting his wallet. They go to the kitchen to get her something to eat, and Parker tosses Abel's wallet to Eliot. Abel's name is in on his ID, and Parker says that Abel smells like cleaning supplies. She calls Sophie but the cell service is down, and the landlines are down because the cops took them out. Eliot tells Parker to get a walkie, and she says they have one problem.
Maria arrives at the hotel and Boggs tells her that they're closed. She brushes past Boggs, and Abel joins them and draws his gun but keeps it behind his back. Parker reminds Eliot that he already called for backup, and Eliot goes over, hugs, Maria, and tells her to keep her badge hidden. He tells Boggs that Maria is his friend and came to get them off the island, and takes her to get dried off. Once they're alone, Abel angrily tells Boggs that he told him not to let anyone in, and Boggs should lock the trio in the bar.
Later, Roxie confirms that they're locked in and McCloud tries to reassure her. Eliot tells Maria that the cop have taken over the hotel. He wonders if Maria can get them all off in her boat, and she warns that the swells are too high for anyone to leave. Parker comes over and says that the walkies are short range and she can't modify them. Maria introduces herself, and Eliot asks McCloud and Roxie about the cops. Roxie says that they're from Greenbeach, and they just showed up saying they came to help. Parker and Eliot figure the cops are looking for something, and they're using the hurricane as cover to hide it. McCloud confirms that he has an old ham radio in the boathouse, but they'll have to go outside to get to it. Maria insists on going with Eliot to get it, and Parker gives Maria her comm and says she'll distract the guard while they slip out. McCloud directs them to the freezer, which has a loading door to the outside.
Eliot and Maria go out through the freezer to the boathouse, and they talk about Eliot seeming happy with Maria. He quickly ends the conversation by finding the radio which Maria knows how to work. Meanwhile at the bar, Harry still can't raise a signal to Parker and Eliot. Eliot reaches them on the radio via the analog system that Breanna has been working on. Sophie responds and Eliot tells her what's going on.
Abel tells Collins to check the boathouse,
Sophie uses Breanna's laptop to get more intel on Abel, while Harry calls his contact in the police union.
Eliot apologizes to Maria for getting her into a situation, and she tells him not to bother because the people need help and he's helping them, and that's what she likes best about him. Harry calls back and says that Abel was recently suspended for beating Selina, and it happened two weeks ago. Selina was medvacced to a nearby hospital, and Harry goes to check it out while Sophie mans the radio.
Collins comes into the boathouse, and Eliot and Maria hide. He finds the radio and Sophie saying that Harry went to the hospital, and Eliot emerges from the shadows and fights Collins. Collins grabs a spear gun, and Maria hits him over the head with board. The spear gun goes off and Eliot dodges the spear, but it cuts a line which swings a boat into Eliot, and knocks him into the radio, breaking it. The impact dislocates Eliot's arm. Maria draws her gun on Collins, and Eliot questions Collins on what Abel is up to. Collins finally cracks and tells them that Abel got suspended for beating Solina, an ex-con drug dealer. The cop crew ran drugs and Solina blackmailed them, and Solina had proof on his phone but it wasn't there when they caught up to him. They figure Solina hid the phone in the hotel, and that's what they're looking for. Eliot "borrows" Maria's gun, takes out the clip, and knocks Collins out with the gun.
Abel calls Collins on the walkie, and isn't fooled when Eliot tries to impersonate Collins. He goes to the bar and asks Parker where the other two are. Parker still feigns being drunk, and complains about her "brother". Abel goes to the kitchen and finds Eliot and Maria kissing. Abel tells them to stay in the bar with others and they go, and Bogs has another cop check the boathouse and confirm there's been signs of a struggle and no sign of Collins. Abel figures someone else is in the hotel, and Boggs the others to be on watch for an intruder.
Eliot has McCloud check the radio, and McCloud says he might be able to fix it with fuses and there's a spare in the electrical room. Parker goes to get it, while Maria bangs Eliot's shoulder back into place. Eliot admits that he's done some things he can't take back, and Maria tells him that he can't live like he's to blame for bad things happening to good people.
Parker gets to the electrical room, gets the fuse, and smells the same cleaning chemical she smelled on Abel. She hides when Abel and Boggs come in looking for the phone. Boggs says that things are getting out of hand now that they have hostages, and Abel figures one of the other cops are messing with them. When Boggs questions him, Abel admits that they're all implicated and they have to stick together and he's got it covered how they're going to keep everything quiet.
Harry goes to the hospital and finds the injured Solina under police guard. Harry tells the receptionist that he's a lawyer, but she points out that he isn't Solina's lawyer, who already checked in. She leaves to help a patient, and Harry gives Sophie the name of Solina's lawyer, Jackie Dumont. Sophie recognizes Dumont as a lottery lawyer and tries to call her teammates.
At the hotel, Parker gets back to the bar. Maria goes over to Roxie and identifies herself as a U.S. Marshal. Parker found an invoice signed by Roxie, with the last name Solina, and realizes that Omar is Roxie's brother. Roxie breaks into tears. Roxie insists that Omar wasn't involved with drugs, and work with at-risk youths. Omar gave her the phone and Roxie hid it.
McCloud finishes repairing the radio, and Sophie tells them about the lawyer. Eliot figures the winning ticket is in the phone case, and Abel plans to steal it and tells the other cops that the phone has blackmail material, and the cop at the hospital with Omar is in league with Abel. Sophie tells Roxie that they'll do everything they can to keep Omar safe, and Parker realizes that Abel smells like accelerant, not cleaning chemicals, and he plans to burn down the hotel and everyone in in it to cover his tracks. Roxie says that she hid the phone in the lighthouse, even though it's unstable.
Parker goes to the boathouse and gets nautical line. Maria, McCloud, and Roxie leave the bar with the radio, and Eliot shuts off the lights and the backup generator at the fuse box. Abel figures that it's their saboteur and one cop, Daniels, goes to the bar to check on the prisoners while Boggs and the others go to the electrical room. Daniels finds Maria in the kitchen and she says that the others are gone. He checks and makes sure, figures McCloud won't make it far, and leads Maria out.
Boggs and his men find Eliot, who tells them that Boggs is running them. The cops turn on the lights and leave with Eliot. Meanwhile, the cop at the hospital prepares to move Omar. Sophie tells Harry to improvise, and he poses as a doctor and tells the cop that he needs to run one more test on Omar in Radiology. Harry takes Omar out on a gurney, while the cop confirms with the receptionist that Omar is ready to go. The cop catches up to Harry and takes the cloth-covered gurney. Harry has Solina nearby, while the cop takes "Omar" to the ambulance, prepares to shoot him, and discovers Harry has put a CPR dummy on the gurney.
Parker uses the line to climb up to the lighthouse. Meanwhile, Daniels brings Maria into the room where Boggs has brought Elliot, and has both of them sit down. Eliot tells the cops that Abel was going to take the ticket for himself and kill them all. Abel says that he was going to tell them about the ticket once they got it, and then punches Eliot in the face to shut him up. Boggs goes for his gun and draws on Abel, who draws his gun and aims it at Boggs.
Parker finds the phone case and the ticket inside, but accidentally turns on the light, alerting the cops. Her line blows off in the storm, and the cops on guard warn Abel over the radio. Abel figures that it was a distraction while Parker got the ticket, and sends the guards up to get her. He says that they'll split the money evenly, and Boggs lowers his gun. Abel says that they'll soon they'll have "his" ticket, and Eliot points out his slip. Abel punches him again, while Parker fights the two guards as they come up into the lighthouse.
Eliot continues undermining Abel's men, and Abel prepares to punch Eliot again but Boggs stops Abel and asks why Abel didn't tell him about the ticket. Abel finally tells Boggs that he's weak and is letting Eliot get to him. Meanwhile, Eliot and Maria work at their zip ties with blades that they smuggled in. Maria says that Abel's words are a good confession, and the two prisoners break free and take down the cops. Abel runs and Eliot tackles him, while Boggs jumps Maria when she takes his smart gun that won't fire for her. He grabs her throat and chokes her, and Parker arrives and knocks Boggs out from behind, while Eliot knocks out Abel.
Maria calls in her people to take in Abel and the others, and Parker admits that she likes Maria. Roxie confirms that Omar is safe, and Parker gives Roxie the ticket to give to Omar. The next day, Eliot asks Maria not to mention him and Parker on her report. Maria asks Eliot who he works for and then says that she doesn't care, and figures that he's good no matter how bad he thinks he is, and that's good enough for her. Eliot holds Maria and they look out to sea.
Later at the bar, Harry tells the others what they did. Maria calls Eliot and confirms that Boogs is going to testify against the others. Sophie and Harry go to get a refill, and Parker admits to Eliot that Maria did all right. She's worried that Eliot will want to leave the team to be with Maria, and she can't do it without Eliot. Eliot tells her that's never going to happen and puts arm around her.
