An essential question arises in this episode about the identity of Luka Gocharov, the elder statesman of the Russian elite. It turns out that Luka may be suffering from the guilt of overseeing the atrocity of the engineers of the original Sokol nuclear warhead in 1969. Now, he surprisingly becomes an ally of Dr. Ryan to thwart the "rogue cabal" plotting the doomsday Sokol project.
The true allegiance of another curious figure is in doubt with Old Man Petr Kovac, the father of the President of the Czech Republic, Alena "LeLe" Kovac. The old man appears to have long-standing ties to the Russians when he meets with the rogue cabal to go wolf hunting at night. But instead of shooting a wolf, he murders Lychikin, one of his associates whose trust he found dubious.
In this episode, there is a myriad of European settings that include Vienna, Rome, Prague, Bucharest, and Moscow. Jack is now on the run because he has as an adversary in the honchos of the NSC, who are seeking to arrest Jack for violation of the 1917 Espionage Act.
Fortunately for Jack, he is building up a number of allies as he seeks to stop the Sokol project. His friends include Mike November, James Greer, and even Elizabeth Wright. There is also Tony, the helpful auto mechanic and Noya Ivanovna, his Soviet contact. But, above all, he now has in his camp Luka Gocharov, who resembles an elderly version of Luca Brasi in "The Godfather." With Luka's big hands and broad shoulders, he can't go wrong!
