The date for this movie in IMDb says 2006, but if I remember correctly I ordered this movie online directly from the production company in 1999. I am a fan of low budget and B movies and was curious.
This movie is shot on VHS video and is pretty low budget... but despite the low budget, it has blockbuster ambitions. Car chases, gun fights, nonstop action. They made no concessions to the fact that they had no budget, stunt team, etc., for better or worse.
But if you can look paste the low budget cheesiness and amateurism, it is actually a pretty cool sci-fi action film... redo it with 100 million budget instead of camcorders and beer money, and it would easily be on par with Inception or the like.
I still have the video cassette I purchased, but unfortunately not a VCR, so I haven't watched in a decade or more - I keep hoping to see it on some streaming service, or hoping someone puts it up on YouTube.
