This is a close one, the best episode is Pirate Gold because it is a more wholesome episode, it is a Garfield episode truly meant to inspire children to use their imagination rather than watching TV. In fact the episode as a whole preaches morality throughout, the moral of Jumbo Shrimpy being that you should treat animals with kindness and not cruelty. And though perhaps the actual plot may suffer at the hand of teaching children a good lesson, I see that as a positive.
