I found "The Apple Incident" to be a pretty underrated surreal animation, which despite the strangeness of the story, managed to be something beautiful and surprisingly eerie.

In "The Apple Incident" a bunch of giant apples started to appear in some city, and when people eats them, new apples start to grow from their heads"...Now that sounds crazy, and probably somebody would think that a story like that will be portrayed in a lighthearted and comical manner. Instead of that, the portrayal of the events from this short are unexpectedly creepy, with an uneasy feeling in every scene (Mostly due the sinister "music" which accompanies this brief animation) But I consider that to be actually a good thing, since the result was (in my opinion) pretty effective. I particularly liked the stylish designs and the strange atmosphere of this short.

It was directed by Kunio Katō, the same director of "La Maison en petits cubes". While "The Apple Incident" isn't as good as that film, is still a pretty underrated Japanese animation which deserves much more recognition.
