It's a 4, or 5 part serial (maybe 6 I forgot) and it grabs you by the neck when it begins.

Closeup of a hand gun clasped by 2 nervous hands.. going up a flight of stairs. The guy is definitely nervous. He goes to the apartment, opens the door, sees the target, fires a few shot. In the midst of the confusion, he thought he saw someone else .. but flee the scene scrambling.

So opens the story of Hitori Shizuka. The first 3 episodes basically gets the perspective of 3 local cops as they deal with apparently separate events. But of course they are linked.

Then on 4th or 5th episode it starts to tie everything together.

And there is also a wide multi-man gun fight/blood bath scene that is somewhat comedic.

The colour palette of the entire series is very muted. And that fits.

I can't place my finger on this. This is a very good, well executed series. It has some commentary, some are just saying we are who we are. And it probably doesn't really have a message but the story aspect is very very well done.
