When The Governor is having breakfast with Andrea and Michonne, Milton asks Andrea if she thinks the walkers remember anything of their former selves. She says she doesn't think about it, but she learned at the CDC that the part of the brain responsible for memory and cognitive thought doesn't return when the dead return.
After the abhorrent ambush of the soldiers, the Governor walks up to one of the shot soldiers laying on the ground and loots his AR-15 style rifle. The Governor then proceeds to repeatedly hit the solider's head with the stock of the rifle. After the first hit, the Governor lifts the rifle back up and there is now what appears to be blood on the stock of the rifle. In the next shot the Governor bends down to pick up his knife and there is no longer any blood on the rifle. The next shot the Governor is seen holding the rifle and the blood is on the rifle again. Lastly, When the Governor aims to shoot the fleeing solider, the blood has disappeared again.
(at around 36 mins) After looting an AR-15 type weapon off a dead soldier his crew had just ambushed, the Governor shoots a fleeing soldier with it, however, it is a flat-top weapon with no rear aperture or optic affixed in order to aim with.
When the Governor shoots the National Guardsman, his rifle doesn't have a scope or rear sight, which would make it nearly impossible to shoot accurately.
About 13 minutes in, when Merle is seated and talking to Michonne and Andrea in the infirmary, he can briefly be seen with a fully functional right hand. A strap on his right arm can be seen, but the prosthetic is not there. It is restored in his next shot.
