In this short industrial film produced by the Shell Oil Company, the audience is told why pesticides are needed, how they are developed, how they are tested for safety and effectiveness, and how they are regulated, not only by the scientists who develop them, but by governmental agencies.
It's all true enough, but others would point out that the Shell Oil Company developed and sold many pesticides in this period, and thus had a bias towards them, as did the people hired to make this movie. True, they mention the potential risk. They do not mention DDT, which in the 1970s was restricted and banned.
Nonetheless, this is a useful film to show how things were done fifty years ago, and how human judgment -- those scientists and government agencies -- may not be enough to avoid mistakes.
