Cyril crashes through the front door of the palace in a tank. He has "Cyril Figgis" written on the front of his tanker's helmet. When Archer says, "He looks like..." Pam interrupts and says "Mike Ducockless!" This is a reference to a political ad for Michael Dukakis. He was the governor of Massachusetts and ran for president as a Democrat in 1988. He made a commercial in which he posed in a tank, wearing a tanker's helmet with his name written in the front, exactly like Cyril does.
Archer refers to Adnan Khashoggi. Khashoggi was a Saudi businessman and arms dealer known for his lavish business deals and lifestyle. He was estimated to have had a peak net worth of around US$4 billion in the early 1980s. He died a little over three years after the airing of this episode.
The missiles in the crates that the ISIS gang are smuggling are marked as "BGM-91E TOW-6A"s, a non-existing weapon system. It probably refers to the real-world BGM-71 TOW, a wire-guided anti-tank missile.
