- The team gets involved in a case of international politics when a former government contractor stalks a U.N. diplomat. Meanwhile, an adversary tries to take advantage of Root.
- The latest number the Machine dispenses is for Maria Martinez, a professional engineer working for Hydral Corp, a private energy company owned by a man named Ken Davis, her boss. Her latest jobs have been in reconstruction projects in third world countries, most recently replacing multimillion dollar generators in Iraq. The team originally believes that she is the perpetrator, a terrorist (which would be contrary to the purpose of the number regardless), as she seems to be interested in getting Omar Risha, another possible terrorist, into the country from Iraq, where he is currently being held in high security detention. She is tracking a man named Rene Lapointe, a French diplomat stationed at the UN, who is the high commissioner for refugees. As such, Lapointe, Maria's seeming-intended target, is responsible for reviewing and thus approving or denying Omar's asylum request. The team changes their perspective on Maria when it seems that she is only trying to convince Lapointe to approve Omar's asylum believing that Omar is not a terrorist. Now believing Maria to be the target, the team has to find out who is trying to kill her. They believe it still has something to do with Lapointe, a Greek diplomat named Christoph Savin, Omar's asylum request and her previous work in Iraq. Meanwhile, Root is tracking Greer, the head of Decima, who seems close to getting Samaritan functioning. Greer, however, is an elusive target who seems to have extra computer assistance.—Huggo
- The Machine delivers the number of the Engineer Maria Martinez from the Hydral Corp., an energy company owned by Ken Davis and that delivered six generators to Iraq. Finch, Reese and Shaw believe she is a terrorist that wants to bring Omar Risha from Iraq. They follow her, and she seems to be interested in the UN building and the diplomat Rene Lapointe, who is the responsible for approving the requests of refugees. But soon they learn that Maria's only intent is to bring Omar and she is not a terrorist. - We open with the newest number, an engineer named Maria Martinez. She works on million-dollar generators for a company called Hydral Corp that does a lot of work in the Middle East. Her boss is a man named Ken Davis. Shaw follows her to work and sees her receive a mysterious call to meet a man. She steals a GPS tracker and lies to Davis about where she's going. Reese thinks it could be a terrorist situation.
We see that Root is following Greer in the hopes of talking to him about Decima's plans with Samaritan. Greer is able to gradually disconnect all electronics in the subway, preventing her from following.
Shaw and Reese sit at the restaurant where Maria has her meeting. It is with a man named Jamaal, an Iraqi immigrant. They reference his brother, Omar, who is being detained by Homeland Security under special administrative measures. Jamaal gives her a package.
Shaw and Fusco follow Maria, who goes to the United Nations. Shaw notices that Maria is taking pictures of a man. He turns out to be Rene Lapointe, a French diplomat in charge of Omar's asylum request. Maria places her stolen tracker on Lapointe's limo. They follow Maria as she meets Lapointe and plunks a file down in front of him. It is extensive proof that Omar is not a terrorist. Lapointe tells her he is still weighing all the evidence. A man steps in when Maria is about to be thrown out by security. He is a Greek diplomat named Christos and he seems willing to help her.
Finch and Reese meet with Lapointe posing as Omar's lawyers. He tells them Iraq's Ministry of the Interior is the one charging terrorism. Despite the dubious source, Lapointe says he is concerned with what allowing even one terrorist into the country would do to the asylum process.
Shaw follows Maria home and saves her from an attack in her building's elevator. She, Fusco and Reese take out several other men, who all appear to be part of the French foreign legion.
They bring Maria to the safehouse. She tells them Omar saved her from terrorists while on a project. If he's sent back to Iraq he'll be killed. Before she left him in Iraq he wanted to speak with her about missing generators. They show her the letter from Iraq accusing him of being a terrorist. We learn that Lapointe used to oversee French Legionnaires. Reese thinks they need to try and speak to Omar, but Maria is worried that will be impossible.
Finch manages to talk to Omar by pretending to be his attorney. Omar tells him generators that Maria worked on were never installed once she left. The results were catastrophic and Al Qaeda ended up taking over the area within a week. And Davis was responsible for the generators being taken away. Davis has figured out Omar's connections to Maria and is keeping him from her. During the meeting Omar is told his asylum has been denied. Finch calls Fusco with this info.
Maria wants to get to Omar. Shaw tells her it isn't safe and it comes out that she's in love with Omar. Shaw assures her they won't let him be killed. Maria looks at some of the information and realizes that Davis forged the letter saying Omar is a terrorist and the original is in LaPointe's custody.
Fusco meets with Davis. He seems confident a NYPD detective won't be able to get anything done at the UN. Davis' lawyer shows up and takes him away.
Maria sneaks out when Shaw looks for a drink. Shaw can't leave the safehouse to protect her.
Omar is loaded onto a truck for deportation. Reese is behind the wheel, so Omar is now safe. Shaw calls Finch will news that Maria is headed for Lapointe's office.
Maria arrives at the UN and is met by Christos. She tells him what's going on with the generators and says she has to get to the office for the proof. He agrees to get her to Lapointe's office.
Omar is brought to the safehouse. They tell him they know he's innocent. Reese has an idea for how to get inside the UN.
Shaw fires a smoke bomb into a window at the UN. Reese, Fusco and Omar are posing as firefighters.
With Root's help Finch gets into Hydral Corp's system and realizes something shocking.
The "firefighters" run into a team of French Legionnaires.
Lapointe walks into the room while Maria looks for the file with Christos. Christos ends up shooting Lapointe and tells Maria that he is a Legionnaire.
Shaw fires another smoke bomb, helping the fake firefighters overcome the Legionnaires.
Omar's asylum has been approved. Christos is arrested for Lapointe's murder. Fusco buys Shaw a celebratory drink and they talk about her family.
Davis is missing and Finch isn't confidence they'll find him.
With the help of Finch's dog Bear, Root tracks Davis to a meeting with Greer. Greer is the one who purchased the generators. Following the meeting Greer's men drag Davis off. Afterwards Root once again follows Greer. With Bear's help he is unable to give her the slip. She pulls a gun on him and tells him she knows he's about to bring Samaritan online. He suggests a partnership between the two of them. She isn't interested. Two of his men approach from behind with weapons and he lets her call it a draw.
