- Ra's al Ghul sets his plan in motion, putting everyone in danger; Oliver must decide if he is strong enough to handle his new role - and what it will mean for his team and his soul.
- Oliver, Nyssa, and Malcolm must play their end games, while the team struggles to save themselves with the help of The Flash, and Ras's plan is revealed completely. Thea takes the mantle of Speedy in Arsenal's uniform, and a new villan is mentioned. Starling City must face the effects of the Alpha Omega Bio Weapon.
- The finale opens with Queen and Ra's on a cargo plan headed for Starling City. Queen says he's ready to fulfill the plan to destroy him hometown and Ra's will be there to help guide his hand. Suddenly the engines begin making strange noises.
Cut to the rest of the gang waking up and finding that they aren't dead. Malcolm tells them what happened was an way to allow Queen to demonstrate his loyalty to Ra's one last time. They are still alive because Malcolm used Queen's blood to create a vaccine. When it's mentioned that they are still locked in a dungeon, the Flash shows up to take out all the guards and free them.
In our Hong Kong flashback we see Queen pummeling General Shrieve.
Ra's quickly realizes that the plane has been tampered with. Queen admits that he's been playing Ra's. A fight between Queen and Nyssa, and Ra's' men breaks out. They take out most of the League assassins, but Ra's is able to jump out of the plan with a parachute and the bio-weapon.
In our flashback Tatsu and Maseo have Akio cremated. They honor Queen by giving him one of the urns. Queen returns to the store where he's been keeping Shrieve and begins torturing him.
Malcolm is temporarily running the show as they prepare for Ra's and the bio-weapon. Just then Queen and Nyssa drop in. During the not-so-pleasant reunion Felicity realizes that Queen never expected to survive the showdown with Ra's on the plane.
Back in the flashback Maseo finds that Queen has spent all day torturing the now barely alive Shrieve. He shoots him in the head to put him out of his misery.
To find Ra's they look for unusual events in the city. They discover Damien Darhk is in town. They believe Ra's' plan was to both destroy the city and take out his old nemesis. The plan is to find Darhk and use him as leverage to get the virus from Ra's.
Queen breaks into the hotel where Darhk was staying. Darhk's employee tells Queen that he's already left town. The man is killed by one of Ra's men. Ra's contacts Queen and tells him that the bio-weapon will be released at four separate points throughout the city.
Laurel tells Lance what's happening with the threat. He doesn't want to hear it and it becomes clear he's drinking again.
Felicity is able to target the low-level radiation put out by the virus to search for it in the city.
In the flashback Maseo leaves Tatsu, telling her that she reminds him of Akio and his failure to protect his son.
Felicity tells Queen that his heart is what separates him from Ra's and what will be the key to defeating him. She asks him to fight to live rather than fight to die.
When Felicity's trace yields the four locations, she passes the information along to Lance, who scrambles his men to the sites.
A representative of the League finds Queen and offers him the chance to fight Ra's.
Thea shows up just in time to help Digs stop the first men carrying the virus. They find learn that the man himself is the weapon. He cuts his throat and when the virus-infected blood hits the air it begins to spread.
Queen meets up with Ra's on a desolate street and the two begin to fight. From afar police sharp-shooters have their guns trained on the men, who they believe to be responsible for the bio-attack. Lance calls Felicity to warn her, but there is nothing to be done. Ultimately Queen kills Ra's, who then hands over his Ra's ring. At this moment Queen is hit in the chest with several bullets from the sharpshooter, falls over a nearby ledge and down a hundred-foot drop off. At the last moment Felicity swoops in with Palmer's suit and grabs Queen out of the air.
Palmer uses his nanotech to help disperse an inoculation and save thousands of citizens. Queen survives because he was wearing League of Assassins armor.
Queen gives a speech complimenting his supporting cast for their work. He then says he can no longer be the Arrow. He wants to be a regular person and be with Felicity, preferably in a faraway place.
Queen asks Digs to continue to be a hero for the city. Digs still isn't ready to forgive him, but they exchange a respectful handshake.
Back in our Hong Kong flashback we see Queen and Tatsu parting ways. He says he doesn't want his current darkness near his family, so he's not sure he'll ever return to Starling City. He thinks he needs to be alone.
Malcolm tells Thea he'll also be leaving Starling City. She's not too broken up over the news. Queen and Thea exchange their good-byes. Queen then secretly hands Malcolm the Ra's ring, saying "As we agreed." Queen also reminds him that he'll never forgive him for what he's done.
Palmer runs a miniaturization test with his nanobots. There is an explosion.
Malcolm takes over as Ra's.
We hear via voiceover that it's time for Queen to be something (and somebody) else. He and Felicity drive off down the road, with Queen saying "I'm happy."
