This episode was a very momentous and significant one, but it is severely lacking in terms of pacing.
This episode was a very impactful one. Usopp had very little action during this arc; he only defeated Sugar the first time purely by chance as his face fault made her faint. I feel that it is impactful that Usopp finally had a chance to shine during the Dressrosa Arc.
My problem with this episode lies more with its pacing. The vast majority of the episode is spent on that single scene; for a good 10-15 minutes, Usopp just stresses himself out aiming at his target, and by the time he fired that one shot, most of the episode is over.
I feel that more care could have been spent in adapting the manga to the anime. I understand that the anime can't use too much manga material in a single episode, but they could have used those 20 minutes to add depth to the storyline instead of lingering on a single scene. Although the Dressrosa Arc in general suffers bad pacing, this episode really takes the cake for its sluggish pace.
