The term goon in hockey is an unofficial term for a team's enforcer or "tough guy". Their role on the team is to deter and respond to dirty or violent play from the opposite team. Seann William Scott starred in a movie called Goon (2011) that was solely about a hockey team's goon. The title of this episode is likely a play on both.
While playing hockey, Liv (Rose McIver) tells two kids to keep their stick on the ice. This is a popular hockey saying that basically translates to "be ready for anything". If your stick is on the ice, you're always prepared for the puck. It was also a phrase commonly used by Canadian TV icon Red Green. He signed off nearly every episode of his show with this saying.

Clive's singing and much of the Canadian slang he used in the opening is from the SCTV sketch "Great White North" & which inspired the film "Strange Brew: The Adventures of Bob & Doug McKenzie." Canadian, beer drinking hockey lovers, Bob & Doug (Rick Moranis & Dave Thomas), hosted their own public access show, the tune Clive sings is the theme from that show and much of the slang he used in this scene is as well. Most notably they frequently used the insult "hoser."
