An awful film, low budget and with that kind of arty direction that keeps cropping up in the late 1990s, looking extremely dated and making the film feel disjointed and disorganised to sit through. Heather Locklear plays a cop hunting down a hitman played by a slumming it Stephen Rea, making appalling choices even at this stage of his career. Reliable screen villain Peter Greene has a good role but it's not enough to make this good; it's not even comprehensible.
