Governor Richard Jeffs (Eric Dane) does a victory lap after executing Mexican drug cartel underboss and then calls out drug boss Lalo Miguel Prado. Lalo sends his brother Cuco to reply. Former Special Forces operative Doc Alexander (Frank Grillo) is in the middle.
It's a B-movie with a derivative plot. The dialogue is stale. Frank Grillo does his hard-boiled Frank Grillo form of acting. There are many kills but limited thrills. It gets a bit boring. I don't really know nor care about these two dimensional cardboard cutout characters. I don't even care enough to figure out if the story makes sense.
