Clumsy attempt that still deserve a perfect ten for being the first

i.e., the first attempt to touch the topic on international crime, which was rarely heard before in China.

As the reform opens up China to west, the problem of international crime inevitably appeared, and this film is a clumsy attempt to depict the Chinese law enforcement's effort to fight this relatively new type of crime in China.
