A number of the white men in the area like Will Carr miss the old days in Tucson when there were fat army contracts but with the peace profits are down. Bentley, who runs the trading post, is a cheat. He offers an Aravaipa Indian one horse for his whole corn crop. Carr decides it might be good for business to throw an Indian scare into everyone. Carr and three of his men disguised as Indians steal three horses and burn down a barn. When that doesn't work they need to do something more terrifying. Frank Krohl has spoken against Carr and his desire to provoke a war. Cal Bentley has been going along with Carr who has promised no one will be killed, but Bentley has to get drunk to work up courage for a killing.

Jefforrds is staying with Frank Krohl and his wife Lucy but decides to leave as it gets dark. Jeffords hears gunfire and returns, but Krohl and his wife were shot. Jeffords returns to hear Krohl stammer out it was Bentley dressed like an Apache. Carr rides off with Bentley and leaves him for dead. Some Apache find Bentley.

Back in town Jeffords and Lt. Whitman listen to Carr whip up the mob. They suspect Carr is behind the "Indian" raids but have no proof until Cochise rides in with Bentley. Bentley confesses that is was Carr behind the "Indian" raid.

The mob now wants to kill Carr and his friends, but Lt. Whitman stops them. He insists there be a trail. The peace is preserved.
