Hunter (an excellent James Sikking) gets demoted to sergeant and takes over for an ailing Jablonski (sturdy Robert Prosky) for roll call. The officers at Hill Street are forced to use discretion in making borderline arrests due to the chaos caused by a public defenders strike.
It's quite poignant to see Hunter assume sergeant duties with a bittersweet mixture of dignity and humility. Moreover, it's always a treat to watch Belker (Bruce Weitz in fine growly form) come down hard on some scumbag hood; this time Belker really goes after an especially despicable sleazeball who preys on elderly people. This episode also introduces new officers Tina Russo (the insanely foxy Megan Gallagher) and Patrick Flaherty (likeable Robert Clohessy). Popping up in funny bits are Billy Beck as some nutty old guy, Mesach Taylor as a two-bit con artist, and William Phipps as crazy street artist Professor Dynamite (the latte fellow meets a shockingly grim and untimely end when he blows himself up real good).
