BCIS stands for The Bureau of Citizenship and Immigration Services, which is a division of the United States Citizenship and Immigration Services (USCIS), which itself is a division of the Department of Homeland Security (DHS). The USCIS was formed in 2003 after the Immigration and Naturalization Service (INS) was dissolved following the September 11th terrorist attacks on the United States and is responsible for the processing and monitoring of new arrivals and immigrants to the US. The BCIS is tasked with overseeing the application process for immigration, asylum, naturalization, and other related services while the USCIS enforces immigration laws and processes deportations.
