Vigilante cops Ross, Horne, and Foster(John Beck, Jameson Parker, and Matthew Tompkins) of the Brookdale Police Department are hunting down criminals released on technicalities(such as molesters, rapists, arms dealers), but when they target an innocent young Marine accused falsely of rape, Ernesto Lopez(Julio Cedillo) Texas Rangers Walker and Trivette(Chuck Norris and Clarence Gilyard) will get involved.
After a prison bus bombing, carrying a load of convicts, the Rangers will have to work hard at stopping these cops from taking the law into their own hands. All this vigilantism stems from Horne's rookie cop brother's murderer getting off on a mirandizing error. The cops use hydroshock bullets with a gun that has a silencer.
I think this would be an excellent story idea for a full length Chuck Norris film, cops believing that the courts are letting criminals, who deserve to punished, set free because of trivialities, resulting in innocent victims being killed and a Texas Ranger having to put an end to their vigilante ways. This episode concludes with the killer cops in a shoot out with Walker at a cemetery. Seeing SIMON AND SIMON's Jameson Parker in fisticuffs with Norris is kind of neat, even though the end result will be obvious.
There's a really sad scene where a mother(Melinda Renna) questions to Walker why her son is lying in a coffin after the young man fought so hard to overcome the harsh realities of both a gang life and surviving a drive-by shooting just to be gunned down by the very ones assigned to protect him. It's kind of wild seeing Horne and Foster kill criminals in broad daylight, such as when they toss one off the roof of a building. My only true complaint is that Norris doesn't get to kick a lot of ass in this particular episode, with the major focus on the killer cops and their unlawful antics instead.
